LBLA expands panel for new £6m legal services framework

The London Boroughs’ Legal Alliance (LBLA) is pleased to announce its new Solicitors Panel.


Worth in excess of £6m over 3 years, with an option to extend for a further year, the framework comes into effect on 6th November 2017 and is the 3rd successive Solicitors Panel that the LBLA has procured since its ground breaking formation in 2009.


The London Borough of Hackney acted as the lead authority on the procurement exercise.


The other participating authorities were the members of the LBLA:

The London Boroughs of Brent, Camden, Ealing, Hammersmith & Fulham, Haringey, Hillingdon, Islington, Redbridge and Waltham Forest, HB Public Law (Harrow, Barnet, Buckinghamshire County Council, Hounslow, and Aylesbury Vale), One Source (Havering and Newham), The Royal Boroughs of Greenwich, and Kensington and Chelsea, the City of London Corporation, the City of Westminster, and the London Fire and Emergency Planning Authority.


One of the LBLA’s main goals is to achieve significant and sustainable efficiencies and value for money for its residents, so a key objective from this procurement was to maintain and build upon the savings achievements of the previous frameworks. This, in tandem with increasing the size of the panel to meet the demands of the growing number of LBLA members, which currently stands at 20 of London’s largest authorities.


For the first time since the LBLA was formed, and in an attempt to make these benefits more widely available, subject to application, access to the new framework has now been extended to any local authority in Greater London and the South East.


The procurement process undertaken by the LBLA, was managed by specialist legal consultancy Kennedy Cater who have been supporting the LBLA since its inception.

The panel is comprised of 2 Lots: Lot 1 - Complex regeneration, Development, Property and Planning and Lot 2 - the full range of Legal Services.

In all, twelve solicitors firms were appointed across both Lots:
