Housing Associations’ Legal Alliance (HALA) announces new Solicitors Framework worth £96m

HALA continues to break new ground with the latest iteration of its Solicitors Framework, which is the most extensive in its history. Now covering 7 Lots, it is worth up to £96m (including VAT) over 4 years. It comes into effect on 19th October 2026.

The exacting procurement process was again managed by specialist legal consultants Kennedy Cater, who have seen the framework develop from its original 4 members back in 2010 to a current national membership of 51, who collectively manage some 500,000 units across England and Wales.

The new framework has been expanded from the previous 4 Lots to 7, with new dedicated Lots for Commercial and Residential Property, alongside specialist Lots for Employment, and Construction Litigation. In total 21 Solicitors firms have been appointed.

The Frameworks 7 Lots are:
